I remember reading that it is best to only have a slight angle when doing incline. Generally one notch up from flat.

Is there an optimal angle for decline??

The decline on my current bench is probably about 30deg which I think may be too much!

I use about 20-30degrees when doing either inclines or declines.

    Same here...never gone above that,

I just throw a plate under neath or use a small piece of wood/etc as a half way between from the first notch and second...

I do inclines at two notches above flat usually..
I don't think there's an optimal incline - it'll just target different muscles.

I agree - high inclines don't do much for my pec's but batter my front delts. For me, one notch up seems optimum for upper pecs, and the same degree of angle (somewhere between 20 -30 I'm guessing) seems to work best for declines.
