I used to have trouble with figuring out rice carbs as well, because not everyone specifies whether they are talking cooked or uncooked.

Plain uncooked rice has the following nutritional breakdown per 100g:

Carbohydrates 78g

So if 100 grams of uncooked rice has 78 grams of carbs, if the rice is only soaking up water, then at most the cooked product can only contain 78 grams of carbs. So the answer to your question is that, yes, because the rice in the bags is precooked, they show you the cooked weight, since the uncooked is pretty meaningless as you have no way of figuring out what the uncooked weight was.
