I'd have thought joining a kayaking club would be the daddy, thats gotta take some brutal power.
The only issue I foresee is unless you can get some leg work in, you will start to be out of proportion.
I have to agree with spiderdan. Swimming fits every requirement! Having said this our gym does aqua aerobics which is specifically low impact on the joints.
The real question is what is your goal from cardio? Do you want a superb body? Do you want to be able to complete challenge X ?

Go to a physiotherapist and they will give you the best advice out there. You might need to fully rest it and they will give you exercises to help improve the injury. Swimming could be the best idea but even then you do use your ankle's a fair bit e.g constantly pointing the toes when doing front crawl. A barbbell circuit could be a decent idea depending on how they effect your ankle.

Agree with Dan that get some swimming classes. I injured my ankle last year and doctor forbade me to continue running for a week and advised me to do swimming. Swimming is the best calorie burning exercise which makes heart and lungs strong and helps in losing weight by boosting immune system. Swimming makes shoulders, hips, back and arms muscles strong.
