I think she'd do better with a basic barbell + dumbell kit, and The Complete Guide to Strength Training by Anita Bean for an easy to follow program and explination of exercises. If the budget allows, a basic weights bench would also be good.
My sister wants to lose quite a bit of weight and just cannot get any time to go to the gym (she works most days 7am-9pm) and was thinking of buying this. What do you guys think? Ive tried getting her to go to the gym, but no chance!!

i think you can loose a hell of a lot of weight without even having to exercise if you diet properly.
For the money, you could buy a set of dumbells, if you go secondhand, you could probably stretch to a bench, too, if there's space (try your local freecycle network and you might get some of this free). Provide a book, or help your sister work out a good routine, and this will be effective. That machine looks like junk, tbh - unless it's a *brilliant*, unique piece of design, something that small, light and cheap won't give a decent workout.
You can lose weight without exercise, but it does helpThere's also options like jogging, jumping rope, etc (or can she walk or bike to work?) - some cardio exercise would also be good, and should be relatively easy to fit in...

If she aint to intimidated by weights (I knew a couple of girls that were dead set against weights for fear of injury), you could suggest kettlebells. I got mine from Newitts (Google it) for about £30 for a 16kg, quickly outgrew it strength wise as it was more about learning the techniqu for the lifts, but for conditioning its great! Im gonna get a 20 or 24kg beel soon hopefully!
