Given they are banged up they expend very little energy i.e. not moving around much, no cardio. Therefore, they dieting probably is slightly in excess. This couple with only weight training as excerise leads to gains.
But I wouldnt be surprised if it was not all natural. Drugs are meant to be rife amoung prisoners so why not steriod? (Not fact, just my opinion)
Drugs definately the biggest factor.

they have nothing to do with their time other than train, and putting aside the bits that will be brought in thru other methods the food that they are provided with will have to be 'healthy' as the prisons won't be allowed to provide junk food.

A good pointer for this is the autobiography of that nutcase Bronson (its now a film). He made exactly the points above. It was a crappy diet - but he had nothing else to do except train. The warders were happy to let him carry on because while he banging away in the gym he wasn't causing them any trouble.
They were allowed to fetch in things like vitamins and EFAs without problems and (so I presume) other substances. If you can get dope etc inside I can't see why you couldn't get anabolics. Imagine if you're banged up with him and although you are a successful villain you are only half his size. What's the sensible thing to do? Number 1, get him on your side. Number 2, use your money and influence to keep him twice your size!
